La Yougoslavie à l'heure de la Seconde Guerre Mondiale
Pendant la Seconde Guerre Mondiale, de grandes puissances se sont affrontées : l’Allemagne, l’Italie, l’URSS, le Royaume-Uni, le Japon, la Chine, les États-Unis et la France pour ne citer que certains des plus grands belligérants
Mais d’autres pays de moindre taille ont été impliqués dans le conflit et leur histoire pendant la guerre est toute aussi intéressante.
Voyons ici le cas de la Yougoslavie.
I - La Yougoslavie d’avant guerre
La Yougoslavie est un vieux rêve né de la courte occupation napoléonienne de la Croatie et de la Slovénie actuelle.
Cette occupation fait naître un sentiment national et une volonté de rassembler les Slaves du Sud dans un seul pays pour s’opposer aux influences ottomanes et russes.
Et avec l’effondrement des empires austro-hongrois et ottomans à la fin de la Première Guerre Mondiale, ce rêve peut devenir réalité.
Le 1er décembre 1918, le royaume de Serbie, le royaume du Monténégro, la Voïvodie, la Bosnie et Herzégovine, la Croatie et la Slovénie se regroupent dans un Royaume des Serbes, Croates et Slovènes.
Le pays est une monarchie constitutionnelle avec Pierre Ier (ancien roi de Serbie depuis 1903) comme souverain.
A sa mort en 1921, c’est Alexandre Ier qui monte sur le trône et qui doit faire face à de nombreuses tensions. Il interdit le Parti Communiste dès son couronnement et en 1929 (après l’assassinat de plusieurs députés lors d’une bagarre au Parlement), il suspend la constitution et décide de gouverner en monarque absolu sur le nouveau Royaume de Yougoslavie.
Pour casser les volontés séparatistes, il efface les anciennes frontières et les redessinent selon les rivières du pays.
De nombreux politiciens sont emprisonnés mais la dictature ne fait qu’amplifier les envies nationalistes.
Le régime est soutenu par la France mais il est mal vu par l’Italie et l’Allemagne (qui veulent revoir les traités de 1918) et par l’URSS (qui veut retrouver sa puissance et son influence internationale).
Alexandre Ier est assassiné à Marseille en 1934 et c’est son fils âgé de 11 ans, Pierre II, qui lui succède en étant sous la régence du Prince Paul.
Souhaitant garder son pays en dehors du conflit mondial qui s’est déclenché, Paul signe une alliance avec l’Allemagne et l’Italie le 25 mars 1941.
Mais un coup d’État mené par des officiers serbes le 27 mars exile le prince et donne les pleins pouvoirs à Pierre II qui est pro-allié.
Le 6 avril 1941, l’Axe envahit le pays.
II - La Yougoslavie pendant la Seconde Guerre Mondiale
Sans déclaration de guerre, l’Allemagne déclenche l’Opération Châtiment le 6 avril 1941.
C’est ainsi 17 divisions allemandes dont 4 blindés, 22 divisions italiennes et quelques unités hongroises et bulgares qui envahissent le pays.
Après plusieurs jours de bombardement sur Belgrade et une offensive éclair qui balayent les 700 000 hommes de l’armée yougoslave (malgré quelques tentatives de contre attaques aériennes, maritimes et terrestres), le pays capitule le 17 avril 1941.
La Yougoslavie est démembrée entre les allemands, les italiens, les hongrois et les bulgares et ce qui reste est divisé en deux états collaborateurs et aux ordres de Berlin ; l’État Indépendant de Croatie et le Gouvernement de Salut National de Serbie.
Néanmoins, la capitulation du pays n’entraîne pas la fin des combats et marquer le début d’une phase de guerre asymétrique contre différents groupes de résistants et de partisans.
En effet, malgré la fuite du roi et la capitulation de l’armée et du pays, de nombreuses personnes refusent la défaite et entrent en résistance.
On voit ainsi très vite deux « camps » se dessiner.
Le premier est celui des Partisans Communistes qui comptent dans leurs rangs essentiellement des serbes, des croates et des musulmans qui fuient les massacres causés par les oustachis (un mouvement séparatiste croate antisémite et fasciste). Les actions des communistes ont d’abord lieu contre les oustachis puis contre l’occupant allemand et italien. Ces communistes sont dirigés par le croate Josip Broz aussi appelé Tito.
Mais ils affrontent également l’autre « camp » dans une véritable guerre civile au sein de la guerre mondiale.
Cet autre « camp », c’est les fidèles à la monarchie et souhaitant le retour du roi (contrairement aux communistes qui souhaitent l’établissement d’un République Populaire).
Ils sont menés par l’ancien colonel yougoslave Draza Mihailovic.
Au début, les Alliés décident d’apporter leur soutien aux royalistes. Mais suite à plusieurs rencontres entre italiens et royalistes pour coordonner leurs efforts contre les Partisans Communistes (et même de sérieux soupçons de collaboration), ce soutien diminue peu à peu et, à partir de la conférence de Téhéran (du 28 novembre au 1er décembre 1943), les Alliés se mettent à soutenir Tito pour l’aider à gagner la guerre civile et améliorer sa résistance à l’occupant.
En novembre 1943, Tito proclame la création du Conseil antifasciste de libération nationale de Yougoslavie et l’annonce comme organe principal de gouvernement de la Fédération démocratique de Yougoslavie.
En 1944, la pression de l’Armée Rouge pousse les allemands à fuir le pays ce qui permet aux Partisans Communistes, qui l’ont emportés dans la guerre civile face aux royalistes, de reprendre Belgrade ce qui fait que la Yougoslavie est un des rares pays d’Europe de l’Est à s’être libéré dans l’URSS.
En février 1945, face à l’insistance des allié, Tito reconnaît l’existence du conseil de régence mais refuse tout de même le retour du roi.
Et en novembre 1945, un plébiscite décide de la fin de la monarchie et l’avènement de la République.
III - La Yougoslavie d’après Seconde Guerre Mondiale
Le bilan humain de la Seconde Guerre Mondiale en Yougoslavie est, encore aujourd’hui, difficile à estimer.
Le gouvernement du pays à la fin des années 40 estime ce chiffre à 1 700 000 personnes soit environ 10 % de la population d’avant-guerre.
Dans une étude de 1993, un économiste croate évalue plutôt ce chiffre à 1 027 000 morts.
Malgré tout, ce reste reste très impressionnant et met la Yougoslavie à la « troisième place » en terme de pertes humaines pour les pays envahit par les allemands derrière l’URSS (entre 26 et 27 millions de morts) et la Pologne (5 820 000 tués).
Après la guerre, la République fédérative populaire de Yougoslavie est un état communiste dirigé par le maréchal Tito. Il aligne sa diplomatie sur Moscou et commence l’industrialisation massive de son pays.
Mais rapidement, des dissensions apparaissent entre Tito et Staline si bien que la Yougoslavie rompt avec l’URSS en 1949 et décide de représenter une 3e voie possible en dehors de l’affrontement USA VS URSS de la Guerre Froide.
Ce qui permettra à Tito de connaître une réelle renommée mondiale.
Il décédera en 1980 et les nationalismes referont surface ce qui conduira à une guerre civile dans les années 90.
Le pays se démembrera peu à peu jusqu’à tout à fait disparaître le 4 février 2003.
